I say that most signs seem to indicate Kerry-Boxer will pass because (unlike previous attempts at cap-and-trade bills) it’s got momentum, it’s got bipartisan support, *and* the composition of the Senate has changed as well. As to the support of people, a recent poll suggests the majority of Americans support it too:

<a href="http://politicalticker.blogs.cnn.com/2009/10/27/cnn-poll-6-in-10-back-cap-and-trade/" rel="nofollow">6 in 10 back ‘cap-and-trade’</a>

Whether it would pass before Copenhagen is another question entirely.

I'm not sure why Amelio seems to think that all signs indicate cap and trade will pass. That's sipmly not true. It is a horribly flawed piece of legislation that will permanently depress the US economy. A majority of Americans do not support it, and those who want to let their members of Congress know can visit http://tiny.cc/FXGVq.
