Gee Whizz. False Penises are Illegal?

A Federal Court in the U.S. charged the owners of Puck Technology with conspiracy to defraud the government under the Substance Abuse and Mental Health Services Administration (SAMHSA).

The company produced prosthetic pensises called the Whizzinator (graphic images) to hide illegal drugs in the urine.

    The charges against the Whizinator defendents are for conspiring to assist people in evading federal Dept of Transportation drug tests. How is the Whizinator legally different than a radar detector? Both allow the user to evade laws designed to increase public safety. Speed laws are state laws and D.O.T. drug laws are federal laws. (?) Is that the only difference?
