    I know this probably isn’t the right place for this, but I would like to ask your site admin if it is alright for me to use this ‘under construction’ image for my town’s website?

    It will only be temporary, of course… Until all the pages are finished.

    It’s not our image. Check where it is linked from and contact them directly.

    However, the same image has been duplicated many times over on various sites and appears part of the common domain. It’s unlikely that there is any residual or claimed intellectual property in the image.
